| 摘 要： | 本文运用博弈分析方法，通过分析政府与高校之间的博弈局势，解决高校教学团队的有限经费投入与使用的问题，并指出需要建立具有约束力的制度性约束协议，以保障政府和高校之间均衡博弈局势的稳定，进而达到高校教学团队建设的整体理性和个体理性的统一。
