| Abstract: | By using the ideas and approaches to study systematic engineering and to analyze the quality and quantity on the basis of investigation,the article puts forward a model of how to develop planting in the district,designs plans and provides the way to deal with the problems for realizing the strategic plan and the reforming measures. |
