| 摘 要： | 介绍了拟成果购买制及其制度框架，指出其管理模式是一种目标管理，阐述了我国现行科研资金投入体制的过程管理模式。并且对两种不同的管理模式在科研资金的使用效率、研究机会的均等程度、科研经费在不同对象间的投入比例、遏制项目申请中腐败因素的程度以及科研激励重心等问题上作了对比。

| Abstract: | Introduced the quasi-purchase system of research output and its frame, pointed that its management mode is a kind of aim-management mode, stated the process-management mode of the existing system of science and research funds in China, and compared the efficient of the science and research funds, the equality of the research chance, the input proportion for the science and research finance among the different objects, the degree of keeping the corruption factors within limits in the course of applying for research projects and the focus of the science and research incentive between the two different management modes. |
