自然资源保护问题研究——基于新农村社区可持续发展的视角

自然资源的可持续利用关系到社会的和谐发展,而农村自然资源采取社区管理是对传统资源保护模式的新发展.从利益维度、权利维度层面上考虑,社区保护是利益和谐以及社区内部平等生存权和平等发展权实现的时空载体.自然资源的社区保护能够促进社区利益的和谐、社区居民的生存权与发展权的优化,同时更能够促进自然资源的可持续利用.创新的自然资源社区管理模式应该以和谐促保护,以合理利用促可持续发展,并从制度层面、保障层面、发展层面进行综合构建,从而为社区保护提供环境、运行以及发展上的支持.

Research on Natural Resources Protection——Based on the Sustainable Development of New Rural Community

Sustainable utilization of natural resources related to the harmonious development of the society,and carrying on the community management to protect natural resources was a new development of the traditional resources protection model.Considering the interests and rights,community protection is a time and space vector of the interests' harmony and realization of equal survival right within the community and the equal right to development.Protecting the natural resources of the communities will promote the interests of the community to harmony,develop the right to survival and development of community residents,and promote the sustainable use of natural resources.Carrying on the community management to protect natural resources should promote harmony protection,rational use of sustainable development.And the system perspective,the protection level and the development level should be built comprehensively so as to provide the supports of the environment protection,operation,and development to the new rural communities.
