| 摘 要： | 经济社会安全的重要组成部分已经包括水资源安全.当务之急是构建水资源安全预警法律制度,其中不可或缺的是水资源安全风险评价制度.水资源安全风险评价制度具有科学预见性、严谨科学性、严格程序性和公众参与广泛性的特征.水资源安全风险评价制度在保证经济社会决策的科学化和民主化,协调可持续发展和应对水资源危机,平衡社会经济效率与公平正义中发挥越来越重要的作用.水资源安全风险评价制度的主要内容、程序以及运营机制等是此制度建设的关键.

| Abstract: | Water resources security has become an important component of economic and social security. Water resources safety warn- ing legal system is an urgent construction, and water safety risk assessment system is an indispensible part. Water safety risk assess- ment system has features of scientific foresight, rigorous science, strict procedures and extensive public participation. Water safety risk assessment system plays an increasingly important role in ensuring scientific and democratic economic and social decisions, sustainable development, and balancing socio -economic efficiency and fairness of justice. The main content, procedures and operational mecha- nisms are crucial to water safety risk assessment system construction. |
