| Abstract: | This paper elaborates on the procedure for applying open selection and appointment in colleges and universities form both theoretica l and practical aspects. It is devised rationally that only to carry out the pro cedure for applying open selection and appointment through competition on the pr inciple of justice and implement strictly the procedure can the open selection a nd appointment through competition be smoothly carried out. |
