| 摘 要： | 和谐社会是以人为本、以民为本的社会，法律制度的不和谐是最大的不和谐，构建和谐社会应是整个立法体系的实质所在。建立完善的法律制度与构建和谐社会两者之间密切相关，相互促进。和谐的法制是构建和谐社会的重要保障，而构建和谐社会的途径是构建和谐的法制。

| Abstract: | The harmonious society is humanist, take the people as this society, the legal regime not harmonious is biggest is not harmonious, the construction harmonious society should be the entire legislation system essence is at. Estabhshment perfect legal regime and between construction harmonious society both close correlation, promotes mutually.The harmonious legal system is the construction harmonious society＇s important safeguard, but constructs harmonious social the way is the construction harmonious legal system. |
