Creating Mechanism and Social Environment in Macro Mode to Stimulate the Technological Innovation and Growth by Governments

In this paper, the author aims at the question of how to apply a technological innovation to improve industrial structure on the international background nowadays, discusses some puzzles of how to establish innovation systems and society environments by governments, and gives emphasis on establishing self-contained national innovation police systems, applying technological innovation to promote industrial structure, and breeding service systems for innovation in markets.
