| 摘 要： | 本文应用“故障—风险—灾害”的统一评价学说,对90年代中国现代都市灾害问题进行了文献综述。作者不仅分析了城市“雷、水、风、火及新致灾源”五大灾害风险集合,还重点指出了现状城市灾害研究方法、减灾管理体制上的缺陷;并强调遵循以城市综合减灾为核心的“软与硬”相结合的规划、设计、决策框架,从而探索了系统的减灾模型论及管理哲学.

From the point of view of system science and integrated,proposed the tasks and content of the system engineering of urban disaster reduction. |
