| Abstract: | This paper analyzes the reasons why the library falls into the difficulty of the transformation, and points out that under the policy of ＂supporting non-profit cultural undertakings and strengthening cultural heritage protection＂, the governmental domination and social participation are sound strategies for cracking library’s dilemma, and friendly treating and serving the readers is the basis of the library. |
