| 摘 要： | 从影响水污染总量分配的经济、社会和环境的整体效益出发,兼顾各区域间的实际差异,综合考虑各项评价指标,用层次分析法构造水污染物排放总量分配的层次结构模型,把求得的各分区相对于区域允许排污总量这一总目标的权重之比,作为各分区允许排污量之比对福建省沙溪排污总量进行分摊,避免污染物总量等比例分配中的不公平性,可取得较为满意的结果.

| Abstract: | Taken into account the economic,social and environmental impact in the total pollutant distribution,we apply the Analytic Hierarchy Process in constructing the structure model of the total quantity distribute in draining pollutant,and consider the weight proportion of the area permitted draining pollutant quantit-ative to each different area as the proportion of permitted draining pollutant quantity in each area,then share the whole quantity of draining pollutant according to the proportion among different areas of Shaxi River. |
