基于系统动力学的建筑市场信用系统

由于我国建筑市场信用制度缺失,导致信用关系的严重扭曲和大量的道德风险行为。运用系统动力学理论,借助计算机仿真分析,对建筑市场信用系统的构成、内在机理及相互之间的关系进行深入研究。得出以下结论:(1)社会信用水平、行业政策完善程度、信用意识对建筑市场信用系统起正反馈作用;(2)由于信用成本和监管成本的存在,建筑市场信用水平的提高受到限制;(3)业主拖欠工程款对建筑市场信用起明显负反馈作用,且引起一系列连锁反应;(4)建筑市场信用是各信用主体信用行为的综合表现,但各信用主体对建筑市场信用的影响大小是不相同的,其敏感性排序为:政府信用、业主信用、中介机构信用和承包商信用。

Research on Credit System in Construction Market Based on System Dynamics

At present,great attention has been paid to the serious distortion of credit relationship and quite a lot of moral risk behaviors caused by the lack of credit system in construction market.By using system dynamics theory and computer emulation analysis,this paper deeply studies the structure of the construction market credit system and their inner mechanisms and relationship.Research conclusions were drawn as followings:(1) social credit level,the perfection level of industry policy and credit consciousness had positive feedback on construction market credit;(2) because of credit cost and supervision cost,construction market credit level was restricted;(3) the default of engineering payments by owners had negative feedback on construction market credit and caused a series of chain reaction;(4) although construction market credit was the integration of credit behaviors of credit bodies,their effects on construction market credit was different.According to their sensitiveness from the most to the least,they were arranged as government credit,owner credit,agency credit and contractor credit.
