| 摘 要： | 电信格局的变化使得交叉补贴方式实现电信普遍服务的机制无法适应目前的竞争环境.针对电信现状,分析了区域划分法、接入亏损补偿、强制性提供服务、普遍服务基金几种机制方法;针对普遍服务基金方法,应用博弈论中的委托人-代理人理论,建立了普遍服务基金分配发放模型;并对该模型阐述了参与约束和激励相容约束的实现问题.结果表明,普遍服务基金是相对可行有效的解决方案.

| Abstract: | With structural changes in the telecommunications sector, cross subsidies are not suit to competitive environment. After analyzing the methods between the area partitions, retrieve access loss, forcing supply server and universal service funds, the universal service funds method is considered as an effective scheme. Using game theory, a model of distribution and provision about universal service funds is built, and the model realization for incentive compatibility constraint and individual rationality constraint is explained. |
