中国营商环境综合评价分析——基于世界银行2006—2019年DB报告

结合世界银行营商环境报告,选取2006—2019年世界银行营商环境报告中部分代表性指标,以政府监管、法律执行力、经济与社会、文化与创新4个一级指标为基础,建立中国营商环境综合评价体系。运用因子分析、主成分分析及熵权法计算2005—2018年中国营商环境综合得分并进行排名,结果显示:2005—2018年中国营商环境综合排名逐年上升,得分不断增长,“外部影响因子”对优化营商环境具有主要影响,“法律执行力因子”影响占次位。国家应高度重视经济与社会的高质量发展,稳中求进,提高国民受教育水平,鼓励并支持企业自主创新;同时保证法律执行力,营造公平公正的法治营商环境。

Comprehensive Evaluation and Analysis of Business Environment in China——Based on World Bank DB Report 2006—2019

Based on the World Bank Business Environment Report,this article selected some representative indicators from the World Bank Business Environment Report 2006—2019,and built on the four primary indicators of government supervision,law enforcement,economy and society,culture and innovation to establish a comprehensive evaluation system of business environment in China.Using factor analysis,principal component analysis,and entropy weight method to calculate and rank China's business environment in 2005—2018,the results show that China's business environment comprehensive ranking in 2005—2018 was rising year by year,and the score was increasing.“External influencing factors”have a major influence on optimizing the business environment,followed by the“law enforcement factor”.The national government should attach great importance to the high-quality development of the economy and society,strive for progress while maintaining stability,improve the education level of citizens,encourage and support independent innovation of enterprises,and ensure the enforcement of laws to create a fair and just business environment for the rule of law.
