松辽流域水资源承载力与安全对策研究

松辽流域水资源虽然较西北、华北地区相对丰富,但时空分布不均衡、水资源供需矛盾突出,水利用效益低、浪费严重,水污染问题较严重,水土流失面积日益扩大,水资源承载力较低.为了保证松辽流域水资源安全应明确缺水类型,对资源性缺水地区努力做到以供定需,实现需水量零增长,并满足生态用水需求;对管理型、设施型、水质型缺水要提高水的利用效率,加强水利工程建设,控制水资源的污染;要特别重视流域水资源的统一管理,建设完善的水市场;加强全流域的信息化管理;加强全球变化下的水安全研究.

Research on Song-liao drainage area water resource carrying capacity and safety countermeasure

The problem of water safety will play an important role in the constinuable development of society and economics in Song-liao drainage area.This paper analyzes the water resource situation of song-liao drainage area,and make it clear that the water resource is richer than the Northwest and Huabei area,but there are many problems in water safety,such as an imbalance problem in time and space,the contradiction of water supply and demand,the low efficiency of water using and water waste,serious water pollution,the expanding area of water and soil loss and so on.Based on the problems above,here comes some countermeasure for water safety: ascertain the type of water want,should measure the demand before supply,and to satisfy the ecological demand of water;as to the water want of management,should improve the efficiency of water using,reinforce the construction of the water conservancy,control the water pollution;pay more attention to the unitive management of the drainage area water,perfect the water market;reinforce the information management of the whole drainage area;intensify the water safety research under the background of global change.
