As shortage of resources and environmental pollution, population problem is also an important problem by which human development is puzzled. Population problem includes many aspects, such as population base, population quality, population growth, pressure of population on land, and so on, but the essence of population problem is population modernization. In order to solve population problem, it should be paged attention to dealing with the relationship between population modernization and economic modernization, to exploiting and utilize rationally human resources.
