基于突发事件处置的军地联动机制建设探讨

建立健全军地联动机制是提升军队应急管理能力的重要环节，有助于高效处置突发事件，锻炼部队战斗力，完善国家应急管理体系，有效集成军地整体优势。当前，突发事件军地联动机制初步建立，但还存在诸多需要改进之处。从完善相关法律法规、建立常设指挥机构、完善制度建设、规范军地联合训练制度、构建军地联动信息系统等方面提出了加强处置突发事件军地联动机制建设。

Mechanism construction of the military and local joint operations for the disposal of unexpected incidents

Establishing and improving the mechanism of military and local joint operations is an impor- tant link of enhancing emergency management capabilities, which will contribute to dealing with unex- pected incidents effectively raising the battle effectiveness of the troops, perfecting the national emer- gency management system and integrating the overall advantage. At present, the mechanism of mili- tary and local joint operations has been preliminarily formed, but there is still much room for improve- ment. Therefore, it is necessary to strengthen the mechanism construction which includes amplifying the relevant laws and regulations, establishing a permanent command structure, improving the system, standardizing the military and local joint training system, and constructing the military and local joint information system.
