排污权交易中水污染物区域层面初始分配研究

探讨了应用环境基尼系数进行水污染物排污权初始分配的新方法,在水污染物排污权初始分配中引入能够体现公平性的影响因子,确定了区域层面水污染物排污权初始分配的技术路线,明确了计算的方法、目标和约束条件,构建了区域层面的基尼系数模型,并将该分配方法应用于商丘市水污染物区域层面排污权初始分配,通过对调整后的分配方案与原有分配方案的对比可知,调整后的方案更有利于区域经济的均衡发展和产业结构调整.

Research on Water Pollutants Initial Allocation during Emission Trading from the Regional Level

This paper discussed the new method of initial allocation of emission rights for water pollutants by the application of environmental Gini coefficient. The factor which can reflect the fairness can be drew in. The initial allocation of emission rights of water pollutants technical route which can reflect the regional level is made. Clear method of calculation,objectives and constraints is sure. A regional level Gini coefficient model was builded which is applied to water pollutants initial allocation of emission rights in Shangqiu. By the contrast of the adjusting distribution of the program with the original distribution,the conclusion that the revised plan is more conducive to the balanced development of the region,and to industrial restructuring. The expected goal of this study is achieved.
