农村实用人才队伍建设存在的问题及对策研究

我国目前农村实用人才存在着总量不足、素质不高、分布不均衡、结构不合理、人才流失严重和激励机制不活等诸多问题。因此，今后我们应转变观念，加强制度创新、发展面向农村的高等教育、建立表彰激励制度等人才队伍培养措施。

Existing Problems and Countermeasures in the Construction of Rural Practical Talents

There are short quantity, low quality, uneven distribution, unreasonable structure, serious brain drain and not living incentive mechanism, and many other problems of practical talents at present in the country-side. Therefore, we should change the idea, strengthen the system innovation, perfect rural information service sys-tern, establish incentive system, and so on for talents measures.
