制定科技发展战略和规划应注意的十大关系

为推动我国科学和技术的发展 ,自 2 0 0 3年起 ,国家和各地陆续开展了科技发展中长期发展战略与规划研究工作 ,本文认为 ,在制定科学技术发展战略和规划过程中 ,必须厘清以下十大关系 :科学与技术、自然科学技术与社会科学技术、科技本身发展的战略与科技促进经济社会发展的战略、“硬”环境和“软”环境、功利主义与无私利性价值观、自主创新与技术引进、研究与应用、正确处理企业与科研院所和高校之间的关系、政府与市场、重点跨越与整体发展

Ten Major Relationships in Making Out Science Development Strategies and Plans

In order to promote the further development of science and technology in China,research involving long-term and medium-term development strategies has been carried out around China.The paper holds that in the process of making out science and technology development strategies and plans,the following ten major relationships should be emphasized:science and technology,natural science & technology and social science technology,the strategies of sci-tech development strategies and those to promote economic and social development,“hardware" environment and “software"environment,utilitarianism and selfless values,self-creation and introduction of technology,research and application,enterprises,science and technology institutions and higher institutions,the government and market,focus development and global development.
