| 摘 要： | 近期我国在出口退税、进出口关税、加工贸易管理等方面采取了一系列的政策调整，虽然短期内对我市开放型经济的发展造成了一定的冲击，但从整体和长远来看，具有重大的导向意义。为了积极顺应国家宏观调查，应该提高思想认识，强化对企业的服务；加快实施产业结构调整，提高出口产品的层次和质量；致力于向外拓展，鼓励企业“走出去”，促进我市开放型经济更好更快的发展。
