城市社区权力结构行政化与社会政策供给

我国的社区制度建设是政府强制性的制度变迁，社区权力结构行政化。这导致我国目前的社区社会政策单一，不能满足社区居民的政策需求。当下，应该鼓励自下而上的诱致性社区制度变迁，改变社区权力结构，从而实现多元化的社会政策供给。
