试论LAC理论在国家地质公园规划管理中的应用

建立国家地质公园是对地质遗迹资源一种积极的保护方式，自2001年来，国土资源部先后分三批公布了85处国家地质公园．在数量增加的同时，国家地质公园的规划建设还处于起步阶段，亟需理论上的指导．LAC(himits of Acceptable change)理论是世界国家公园运动在技术方法上的一项进步，是环境容量概念的新发展．该文尝试在国家地质公园的规划与管理中引入LAC理论，探讨解决国家地质公园资源保护与旅游开发利用中的问题。

Discussion on the Application of LAC Framework in the Planning and Management of National Geopark

Founding National Geopark is a positive manner to protect geological heritage. Since 2001,the Ministry of Land and Resources has promulgated 85 National Geoparks in three times. Although the quantity of National Geopark has been increasing, the planning of National Geopark is still on the threshold. Hence it is necessary for National Geopark to be directed by theories. LAC(Limits of Acceptable Change)framework is one progress of technology and method in the worldwide National Park Movement, and it is a new development of Environmental Capacity concept. This paper tries to apply LAC framework to the planning and management of National Geopark,and to research how to deal with the conflicts between resource protecting and using in National Geopark.
