| Abstract: | This paper shows the advantages and future of three-tier structure by comparing two - tier structure with three-tier structure and indicates the necessity of introducing teaching affairs management net system and features the development of teaching affairs management net system intended for universities and colleges of higher learning by employing COM + MTS + VB pattern. |
