中国省际科技竞争力评价——基于超效率DEA的分析

摘    要:为了有效提高科技竞争力评价的客观性和准确性、减少分析结果的偏误,在分析了当前广泛使用的几种方法存在的缺陷后,该文引入适用于多投入、多产出的复杂系统效率评价的超效率DEA方法,对中国的31个省(市、自治区)的总量科技竞争力和结构科技竞争力进行效率评价。研究结果表明:各省份科技投入产出的效率值分布呈现两头小,中间大的格局,省际间科技辐射与科技带动的效果明显,总量科技竞争力和结构科技竞争力的效率存在较大差别,而且科技竞争力并非完全与区域经济水平同步。

Abstract:Current methods to evaluate science and technology competitiveness in China are improved by a super-efficient DEA approach developed specially to evaluate complicated multiple input and multiple output systems.The DEA approach is used to evaluate the science and technology competitiveness of China’s 31 provinces,municipalities,and autonomous regions to improve the objectivity and accuracy of science and technology competitiveness evaluations and minimize the bias in research results.The input-output efficiencies of China’s 31 provinces,municipalities,and autonomous regions show a distribution that is few at both ends and many in the middle,interprovincial interactions and the promotion of science and technology have significant effect and overall science and technology competitiveness efficiency and structural science and technology competitiveness efficiency among the regions are quite different but the level of economic development has little effect on the efficiency.
