我国大陆福利社区化的路向选择

福利社区化缘起于单靠政府已无法满足公民越来越多元化的福利需求,它也是中国推进社会保障改革的现实选择.中国大陆在福利社区化的进程中取得了一定成就,但也存在诸多问题,解决这些问题的路向是：理清社区福利服务的概念、性质、内容、范围,还社区福利服务以本来面目;建立政府主导,决策和执行分离的社区福利服务管理体制和运行机制;建立“社区福利经纪人”制度;大力培育社区福利服务专业机构和队伍.

Welfare Communitization is put forward because the more and more various welfare needs of the citizen can not be met if only depending on government.It is also the realistic choice of China in promoting the transformation of social security.China has made great progress in the process of welfare communitization,but there also exits many problems.The path of the solution to the problems is: Clari-fy the concept,the scope or substance of community welfare service and retrieve the welfare service as it is;build the management system and operation mechanism of community welfare service with the le-adership of government and separation of decision-making and execution;set up the system of"comm-unity welfare broker";greatly cultivate the special organization for the social welfare service
