浙江非营利组织发展中的问题及政策思路研究——以杭、宁、温、台、绍为例

浙江的非营利组织已经成为社会经济发展中的一支重要力量,但总体上活力不足,尚处在一个相对弱质和艰难的创业时期。当前政府在非营利组织发展中的准确定位和职能发挥将对该类组织的发展起到关键作用。在杭州、宁波、温州、台州、绍兴等地调研的基础上,我们可以对浙江省非营利组织发展中的自身问题和政府问题进行理性分析,并深入研究政府在该类组织发展中的具体职能,梳理今后的政策思路。

A Study of the Problems and Policies in the Development of Non-profit Organizations in Zhejiang Province--Use Hangzhou, Ningbo, Wenzhou,Taizhou and Shaoxing as examples

Non- profit organizations in Zhejiang Province have already become an important force in social and economic development. However, they are still weak as a whole, and not active enough as they are in the beginning period. So at the present time, the government effort plays an essential role in the proper identification and development of the non-profit organizations. Based on the survey of the city of Hangzhou, Ningbo, Wenzhou, Taizhou and Shaoxing, this paper analyses the problems both of the non-profit organizations themselves and of the government. It not only examines the detailed roles government plays in the development of these organizations but also proposes a framework for policy making.
