浅论公共财政框架下教育产品属性

本文从分析公共财政的本质入手，指出公共财政就是一种民主决策提供公共产品的活动。公共产品是与私人产品相对立的概念。它具有非排他性和消费上的非竞争性两个本质特征。另外，社会产品中还存在着混合产品，这些产品提供的利益一部分可分．一部分不可分。教育产品应归属于这一范畴。对教育产品的归属认定后，本文认为农村义务教育具有强烈的公共性，推进农村义务教育是处理好“三农”问题的工作核心。

On the Education Product Property Under the Frame of Public Finance

According to the analysis of public finance essence, the paper points out that public finance is an activity of democratic decision and public product offering. Public product contrasts the conception of private product. It has two essential characteristics of non-exclusiveness and non-rivalry. While there exist mixed products in social products. Some of the interests offered by these products are separable and some are inseparable. Education products belong to this category. This paper holds that the compulsory education in rural areas has the property of publicity, so the promotion of the compulsory education in rural areas is the important link to deal with the problem of agriculture, farmers and countryside.
