摘    要:从社会、经济、生态的角度选择区域可持续发展的衡量指标,运用模糊数学的方法对徐州市社会、经济、生态诸系统的可持续性进行综合评价.结果表明,1990 ~1996 年徐州市社会—经济—生态复合系统的可持续性( 划分为很强,较强,一般,较弱,很弱五个等级) 处在很弱水平上,表明该市的可持续发展面临着严峻的挑战.就徐州市的可持续发展提出了建议,包括:1) 严格控制人口增长,2) 转变工业发展模式,3) 切实保护耕地资源,4) 建立节水型生产体系,5) 大力植树造林、提高森林覆盖率,6) 增加环保投资、控制环境污染.

Abstract:Xuzhou City, with an area of 11 258 km 2, is located in the northwestern part of Jiangsu Province. At present, it has high population density, poor land resources and seriously polluted environment. This paper studies quantitatively the sustainable development of the region. The indices to measure regional sustainable development are chosen from the viewpoints of society, economics and ecology, and fuzzy mathematics is applied to evaluate synthetically regional sustainability. The result shows that the sustainability of the social economic ecological complex system of Xuzhou City is in the very weak level from 1990 to 1996 (the system sustainability is divided into 5 levels, i.e. very strong, strong, ordinary, weak and very weak). It suggests that the sustainable development of the city faces a severe challenge. Finally, the strategy for the sustainable development of Xuzhou City is proposed, including: (1) strictly controlling the population growth, (2)changing the traditional development model of industry, (3) effectively protecting the land resources, (4) establishing the production system of economizing on water, (5) devoting major efforts to tree planting and raising the percentage of forest cover, (6) increasing the environmental protection investment and having the environmental pollution under control.
