| Abstract: | The effect of mutual promotion is analyzed between the small-medium enterprise clusters and small towns. So does the existing problems in their development. Based on the analysis, some counter measures for their coordinatiing development are put forward, and some problems are brought up from the upgrade of industry and the roles which the governments should play in proceeding of forming enterprise clusters. |
