大部制视野下的交通行政权研究

近期国务院实行了大部制改革，成立了大交通部。在大交通部的背景下，行政权的运行机制应当创新，其路径是通过决策、执行和监督的适当分离，推进交通综合执法。在此基础上推进大部制下的综合决策，完善相关的制度建设，修订冲突的法律法规，是保障行政权运行顺畅的根本途径。
