摘    要:应急转运中心选址和运输优化问题的研究为自然灾害发生后的响应阶段提供参考。本文在研究转运中心选址与运输优化问题时,将救援过程划分为多个阶段,考虑道路恢复的影响,以最小化运输成本和最大化受灾点平均满意度为目标,以满足转运中心物资处理能力、受灾点最低需求等为约束,建立多目标混合整数规划模型,确定转运中心建设位置及应急物资分配关系。设计两类实验研究模型中两个目标的关系以及四个参数对实验结果的影响,并对结果进行讨论。最后通过以雅安地震为背景的算例,验证了模型的实用性。

Abstract:The study on location of emergency transshipment center and transportation optimization provides a reference for the response stage after natural disasters. In this paper,the rescue process is divided into multiple stages,the influence of roacl recovery is considered,minimizing transportation cost and maximizing the average satisfaction are taken as the objectives,a multi-objective mixed integer programming model is established to determine the location of transshipment centers and the distribution of emergency supplies.Considering the effects of the relationship between two objectives and four parameters on the solutions,two experiments are performed and analyzed. Finally,a case based on Ya’an earthquake illustrates the practicability of the developed model.
