| 摘 要： | 无线资源控制子层位于空中接口协议栈的第3层，它主要完成无线资源的控制和管理功能。主要对无线资源控制子层的空闲模式进行了研究，重点介绍并分析了空闲模式下的小区初搜及小区初搜的实现方案，实现方案表明，它较好地完成了协议所要求的小区选择的功能。

| Abstract: | RRC lies in the 3 rd sublayer of air interface protocol stack,the main function of which is the control and management of radio resource .In this paper, idle mode of RRC is the object of research,and the initial cell selection process in idle mode is the emphasis of research,which should be introduced and analyzed in detail .At last,a practical scheme of initial cell selection is given. |
