| 摘 要： | 建筑市场的灵魂——工程价格的改革，是建筑市场改革的切入点和治本方案．“市场”和“价格”是市场经济的灵魂，价格是市场经济的核心．在市场经济环境下，只有借助价格机制的功能，通过公平竞争形成交易价格，才能达到合理配置资源的作用．工程造价管理改革，建立形成市场机制，使资源得到优化配置，应当从各个环节、多层面进行．

| Abstract: | As the spirit of the construction market,the engineering price reform play an important role in the market improvement.Price is essential to the market.Market and it engage the free market to form a whole,In the environment of a free one,using price mechanism is the only way for us to strike a bargain impartially,That rational arrange the resources too.We should check each stage,each layer to optimize the allocation of resources,establish market machanism,that would insure the project cost management innovation. |
