| Abstract: | With the further development of market economy and democratic politics, the traditional commanding administrative idea needs to be abandoned, and a new idea of modern administrative law needs to be established. The administrative contract with its intrinsic attributes and inherent essence, enriches and develops the idea of modern administrative law in the course of its modernization. |
