摘    要:针对在基础设施投资绩效评价中,应用回归参数估计方法的特点,应用非参数统计估计的数据包络分析(DEA)方法评价了我国基础设施投资绩效水平.通过建立基础设施投入与产出的指标评价体系,将我国31个省、直辖市和自治区作为决策单元,分别视2003~2007年的基础设施投入与产出数据为生产可能集,通过二阶段的DEA计算,认为京津沪和边疆少数民族地区基础设施投资配置效率高;中部省份的基础设施投资相对效率过低.建议应该重视和加强中部地区的基础设施投资优化配置,且基础设施的投资应该突破省际的限制,将空间相邻、特点相似的地区的纳入到基础设施投资战略中去.

Abstract:Data envelopment analysis methodology as a non-parameter method was applied with the performances evaluation of infrastructure investment in China, aiming at using parameter estimation method in performances evaluation. Index system of DMUs with multiple inputs and outputs was constructed. The input data on infrastructure investment and output data on increment of per capital gross regional products and urbanization level of 31 Chinese provinces, municipalities and autonomous regions from 2003 to 2007 from China Statistical Yearbook were used as production possibility sets. Draw a conclusion through two-phase DEA calculation which infrastructure investment efficiency of Beijing-Tianjin Shanghai and frontier and minority regions were better and Central-China regions were lower. Proposals which should strengthen the optimal allocation of infrastructure investment of Central-China regions, and that infrastructure investment should break through inter-provincial restrictions, the infrastructure investment collocation of adjacent regions should have a uniform strategy were put forward.
