| 摘 要： | 党的十六大把“社会更加和谐”作为全面建设小康社会的目标之一提了出来，党的十七大进一步突出和谐社会是中国特色社会主义的本质属性。构建社会主义和谐社会，客观上要求我们党协调各方利益关系，加强党的执政能力，以便更好地维护好最广大人民群众的根本利益。

| Abstract: | The 16th National Congress of the Communist of China laid great stress on promoting social harmony as one of the objections of building an overall well--off society; and the 17th National Congress of the Communist of China further proposed that social harmony is the essence of Socialism with Chinese characteristics. Building a harmonious socialist society requires our Party to adjust all - aspect interests and enhance the Party＇ s abilities of administration so as to better defend the fundamentall interests of the overwhelming majority of the people of China. |
