摘    要:研究了能力约束下的地震灾害应急救援的调度优化.首先,针对应急救援时医院能同时救治伤员的容量以及从灾害点到医院运输伤员的能力有限的问题,分别从单灾害点多医院和多灾害点多医院两方面来建立调度优化模型,模拟伤员运输;其次,考虑救援期间伤员的流动所导致的医院救治能力的动态性,重新规划调度优化模型,用最短的时间救治更多的伤员;最后,通过一个算例的计算分析对模型进行说明.

Abstract:The dispatch of emergency rescue after earthquake disaster shows great effects on the successful rescue after earthquake and the effective distribution of ability.In the first place,in the rescue,the capacity of hospital to cure and the ability that wounded were transported from the disaster point to the hospital were limited.The models of single disaster point multiple hospitals and multiple disaster point multiple hospitals were established respectively to simulate the transport.In the second place,the dynamic numbers of wounded that hospital could treat which was resulted by the flow of wounded were considered for better planning the model of dispatch,so that it''s possible to use the shortest time to rescue more wounded.The model was explained through the calculation of an example.
