改革开放30年浙江立法变迁及价值探索

作为具有经济先发优势的省份，浙江在改革开放30年来，不断提升立法理念，创新立法技术，提高立法质量，在地方立法方面取得了突破性成就，实现了从立法数量的扩张到立法质量提升的重大转折。文章通过对浙江改革开放30年立法工作的梳理，提炼出浙江30年来立法变迁的进程及特点，揭示出其内在价值：“法制统一与地方特色相结合”、“民主立法与科学立法相结合”两大主题特征；“特色”、“先行”两大理论价值。

30 Years of Reform and Opening-up in China:Exploration on Value of Legislation Construction in Zhejiang Province

As one of China＇s leading economies, Zhejiang province has cast much attention to local legislation since the reform and opening-up was started in China 30 years ago. With new legislation concepts updated and legislation devices created, breakthroughs have been made from extension of law quantity to law quality. This article makes clear the changes of legislation during the 30 years, pointing out two characteristics： Legal system should be unified with state but displaying local features of different provinces; Legislation should be constructed in democratic and scientific way. So characteristics and leading position are the two distinctive values of legislation in Zhejiang province.
