摘    要:在重大传染病疫情情境中,信息源选择是公共部门和社会公众获取信息的基础,也是应急决策的重要依据。本研究以智库双螺旋法为基础,构建了疫情信息源选择模型。通过北京散发疫情案例探究了公共部门信息源选择特征与应用成效。以609份问卷数据为基础建立并验证了结构方程模型,得出社会公众信息源选择规律与影响因素。本研究发现公共部门的信息源应用类型全面,应用方式不够成熟;社会公众信息源选择的种类不平衡、多样性不足,受到质量、可得性、态度等因素的影响。最后,本研究提出规范疫情信息源选择行为、保存应急决策信息价值的建议。

Abstract:In the major epidemic situation of infectious diseases, the selection of information sources is the basis for public departments and the social public to obtain information, and also an important basis for emergency decision-making. Based on Double Helix Methodology in Think Tanks, this paper constructs a model of epidemic information sources selection. The characteristics and application effects of information source selection in the public departments were explored through the case of disseminated epidemic in Beijing. Based on the data of 609 questionnaires, the structural equation model was established and verified, and the selection rules and influencing factors of social public information sources were obtained. This paper finds that the information source of public departments is fully applied, but the application way is not mature enough. The types and diversity of information sources selected by the social public are unbalanced, which are affected by quality, accessibility, attitude and other factors. Finally, this paper puts forward some suggestions on standardizing the selection behavior of epidemic information sources and preserving the value of emergency decision information.
