空间科学载荷元器件供应链管理能力评价指标体系研究基于能力成熟度模型

摘    要:空间科学载荷作为承担空间科学实验的载体,其研制与管理对于我国建设制造强国、质量强国和航天强国意义重大,建立科学合理的空间科学载荷元器件供应链管理能力评价指标体系有助于保障元器件的及时可靠的供应,从而确保空间科学载荷研制任务的顺利推进。本研究立足实际工程背景,通过对空间科学载荷元器件供应链的管理内涵与管理能力表征的分析,基于能力成熟度理论,以统筹、设计、保障、支撑四大能力域类型为基础,首次构建了面向过程的阶段式空间科学载荷元器件供应链管理能力评价指标体系,包含14个能力域与52个评价项,兼具科学性与实际操作性,以期为我国空间科学载荷元器件供应链管理体系的建设提供有益的方法论和实践参考。

Abstract:Space science payload as the carrier to undertake space science experiments, its development and management for China''s construction of manufacturing power, quality power, and aerospace power is of great significance, the establishment of a scientific and reasonable space science payload components supply chain management capability evaluation index system will help ensure the timely and reliable supply of components, so as to ensure the smooth progress of space science payload development tasks. Based on the actual engineering background, through the analysis of the management connotation and management ability characterization of the supply chain of space science load components, based on the theory of capability maturity, based on the four major capability domain types of co-ordination, design, guarantee and support, this paper for the first time constructs a process-oriented phased space science payload component supply chain management capability evaluation index system, including 14 capability fields and 52 evaluation items, which is both scientific and practical. In order to provide a useful methodology and practical reference for the construction of China''s space science payload component supply chain management system.
