区域水资源最优分配策略研究

摘    要:对于水资源的迫切需求以及不断恶化的水质条件已严重阻碍了中国经济的发展.因此,为保证水资源的可持续利用,优化水资源的分配是至关重要的.为解决2025年水资源在各省市分配不均的问题,本文进行了实证研究并提出有效的解决方案.首先根据时间序列模型预测2025年水资源在各省市的储量与消耗量,其次利用成本-效益模型比较现存水资源治理策略的成本与收益,最后提出最优分配策略.

Abstract:The urging demands of water resource and deteriorating water conditions have become a serious impediment for China's economic development. Therefore it is very important to optimize the allocation of water resources to ensure its sustainable utilization. In order to solve the problem of uneven distribution among different provinces in 2025, an empirical study was conducted and an effective solution was proposed. Basing on time series model, the reserves and consumption of water resource in several provinces were forecasted. Then using cost-effectiveness model, the cost and effectiveness among three existing methods were compared, and the most effective strategy was recommended.
