农村"两委"冲突的成因与治理

在我国农村村民自治实践过程中,农村党支部与村委会关系不协调而引起的矛盾和冲突经常发生,这已经成为制约农村基层民主政治建设的最大难题,也是理论界和干部群众所关心的热点问题。农村“两委”矛盾的产生有着多层次的根源,应该通过克服认知误区、明晰职责范围、引导制度创新、灌输现代民主理念、确立正确的权力观等多种途径加以化解。

The Causes and Administration of the conflicts between "two committees" on countryside

During the autonomy practice processed by villagers in China' s countryside, the discord between village Party branch and village committee (for short "Two Committees") results in frequent contradictions and conflicts , which have become the greatest handicap in the countryside foundational democratic and political construction and which is concerned by theory domain and the common people. The emerging of the conflicts has profound causes. In order to resolve it, correcting the wrong recognizing, expliciting the scope of duty, leading institution innovation, teaching conception of modern democracy, establishing proper conception of authority are needed.
