论机关报纸作为公众舆论代表职能的构建

作为机制化了的消息和舆论领域,报纸既可以是公众普遍利益的积极表现,也可以是实现某种特殊利益的有效工具。早在上世纪40年代解放区的报纸改革中,中国共产党各级党的机关报就被定性为实现党的政治利益的有力工具。随着改革开放以来社会利益格局的调整和党的中心任务的转变,对机关报政治功能的僵化理解使许多报纸面临严重的信任危机。机关报要想走出这种危机,就必须将自身建设成为公众舆论的积极代表,而这与党的性质和宗旨是完全一致的。

On the Function of the Party Newspaper as the Representative Institution of the Public Opinions

The newspapier, which as the institutalized region of news and opinions, either plays the positive role in expressing the public' s general interests, or serves as the efficacious tool of achieving some special interests. When 1940s, during the Newspaper Reform launched in the Liberated Areas, the Party Newspaper of all the Party' s organizations was defined as the positive tool to achieve the Party' s political aims. However, with the adjustment of the benefit relations of the society, and the turn of the Party' s central task, most of the Party Newspaper meets with the serious confidence crisis because of the ossified understanding about its political function. The Party Newspaper must be built a real representative of the Public Opinions, which is fully consistent with the Party' s identity and purpose, if people want to extricate from this crisis.
