关于西藏大学管理体制改革的几点思考

在综合性大学中建立二级学院是为了整合同一门类中不同学科的教育科研力量，达到教育科研资源共享和优化配置的目的。因此，在建院时，应当充分考虑学科的调整和建设。一般而言，应当按学科门类建立二级学院，但也须根据实际情况进行变通。由于以往管理权利过于集中于学校，因此现在应当下放部分权利，以便充分调动二级学院的积极性。图书馆在大学的教学和科研中具有提供资料和学术信息的重要功能，因此应当加强图书馆的建设。学科调整和建设是一个学校的重要的、复杂的、而且是经常性的事务，因而需要成立一个新的机构专门负责。

Thoughts on reform of administrational system in Tibet University

The paper relates that to establish sub colleges under comprehensive university is to reorganize the educational and research resources for the various subjects of a same catalogue so as to share the resources and better the distribution. As a result, the adjusting and construction of subjects should be fully considered during the course of building colleges. Generally, the establishment of colleges should accord to the catalogue of subjects as well as to the variation in reality. Previous concentration of administration to the university is not acceptable for stimulating the incentives of colleges. Construction of Library, as a significant part of teaching and research to provide materials and information, should be strengthened. As the adjusting and construction of subjects is an important and complex and also a constant issue, a new section should be established to take charge of it.
