| 摘 要： | 城市道路属于拥挤性公共产品,客观造成了机动车用户出行决策个体化与出行成本非独立性之间的矛盾。文章通过对交通拥挤收费的经济学分析,阐述了城市交通拥挤收费是解决城市道路交通拥挤可选的有效手段。

| Abstract: | City traffic is a crowded public product,which causes the contradiction between the individuality of vehicle users' decision to go out and the non-independence of the cost of going out.The article,after an economic analysis of the tolling for heavy traffic,explains that it is an effective way to solve the problem in city traffic. |
