试论民国时期甘肃代表赴藏的缘由及其意义

1912年以后,西藏地方和中央政府之间的关系呈现出不正常的态势。1919年“五四”运动爆发,国内民主呼声日益高涨,要求政府解决西藏悬案,反对外国干涉内政。1919年8月,中央政府派出甘肃代表团赴藏联络感情。这是自辛亥革命以来内地第一次冲破英国的阻挠,派团直接与西藏地方政府取得联系,具有重要的历史意义。

The Reasons and Significance of Sending a Delegation from Gansu to Tibet in the Period of the Republic of China

In 1912 the relation between the Tibetan local authorities and the central authorities became troublesome. Since the May 4th Movement occurred in 1919, the voice calling for democracy was increasingly rising above the crowd, while demanding the Central Government for the solution of the Tibetan issue and opposing interference in the internal affairs of China from outside powers. In August 1919, the Central Government sent a delegation from Gansu to Tibet in order to establish a liaison. That was the first time that a delegation from mainland China had a direct contact with the Tibetan local authorities without the interference from Britain since the 1911 Revolution. Thus, it has important historical significance.
