“以人为本”征地拆迁研究与实现

在我国各地征地拆迁实践中,出现了暴力征收、血腥抗拆等事件,导致政府信任危机,破环社会的和谐与稳定。基于此,本文通过剖析当前征地拆迁面临的障碍,认为在"以人为本"的理念下,以维护被拆迁群众的合法权益为重心,从健全法规制度、协调利益关系、加强拆迁监管等方面规范征地拆迁的实践具有重要意义。

Research and Implementation of the ＂People-oriented＂ Land Requisition and Demolishing

In the practice of the requisition of our country, the violent events, such as violently collecting, bloody fighting for demolition, the government trust crisis undermines the social harmony and stability. Based on this, this paper analyzes the current obstacles, demolished and relocated on requisitioned land thought under the ＂people-oriented＂ concept, thinks that un- der the people-oriented idea, takes safeguarding the legitimate rights and interests of the masses be demolished as the center of gravity, we should standard the requisition practice from perfect system of laws and regulations, coordinate the interest rela- tionship, and strengthen the supervision, which are of great significance.
