| 摘 要： | 新型农村社会养老保险制度开始推行以来,河北省在制度建设及运行方面已取得了显著的成绩,但在制度实施过程中也显现出立法不规范、资金来源不充足、制度不具体、发放力度低等问题。为促进河北省新农保制度可持续发展,应完善立法责任,提高财政补贴标准,完善基金来源保障,逐步调整养老金保障水平。

| Abstract: | Since introduced a new type of rural social endowment insurance system, in the aspect of system construction and operation in hebei province has made remarkable achievements, but also appear in the process of system implementation of the legislation is not standard, source of funds is not enough, the system is not concrete, strength low. In order to promote sustainable development of the new agricultural insurance system in hebei province, should perfect the legislation, improve the fiscal subsidy standard, improve the fund sources, gradually adjust the pension level. |
