闽台政府部门网络平台的调查比较与建设对策研究——以厦门与台北为例

伴随着全球行政信息公开化浪潮的大背景,作为体现政府服务质量的平台,政府部门网络平台成为当今社会较为关注的政府治理途径。立足世界信息化背景,结合定量分析与定性分析,根据流程再造理论,考察厦门、台北两个闽台地区较为成熟的政府部门网络既符合科技趋势,又契合了公共管理的研究前沿。从公共管理的理论角度,结合两地政府网络的优势,把握网路平台构建的现状,并构建符合当前形势的、可行性较高的理想政府部门网络平台,是实现服务型政府与公民的监督权、参与权和知情权的良好途径。因此,从调查比较出发而进行的对策研究,成为构建理想型政府部门网络平台的基础,也成为构建服务型政府的有利途径。

Investigation and comparison of network platform of Fujian government and Taiwan government and research into its building

Against the background of the global administrative information publicity,as the platform embodying the government service quality,the government network platform has become the government administration approach of social concern at present.Based on the publicity of world information,through quantitative as well as qualitative analysis and according to the flow recreation theory,this paper investigates the mature government network of Xiamen and Taipei,which conforms to the scientific development trend and fits the research frontier of public administration.From the angle of public administration theory,combining the advantage of the government network of two places,analyzing the status quo of network platform building and establishing the ideal government network platform which conforms to the current situation and has high feasibility are the good approach of realizing service-oriented government and embodying the civic supervision right,right for participation and right to know.Therefore,the countermeasure research based on investigation and comparison is the basis for establishing the ideal government network platform as well as the advantageous approach for establishing service-oriented government.
